This was a performance done by "Team 1" during one of the group's signature "themed parties." 

The theme this time around (which incidentallly, was to celebrate 25 years of the Ministry) was a non-singing talent show where the Ministry was separated into 4 batches:

Team 1 (1986-1994) 
Team 2 (1995-2003) 
Team 3 (2004-2007) 
Team 4 (2008-2011) 

Team 1 was the clear winner - and I (the webmaster) felt it would be a great disservice if we kept this video for internal consumption; it's just too beautiful not share to the world.
